Coronavirus: B.C. municipalities closing community centres and other civic facilities

WATCH: COVID-19 outbreak forces widespread recreational closures across Metro Vancouver – Mar 16, 2020

Several municipalities across B.C. have announced the closure of civic facilities amid the novel coronavirus outbreak.

On Sunday, Surrey announced the closure of most community facilities. Vancouver announced closures on Monday.

Here is a list of civic closures across the province. This page will be updated regularly.

Vancouver

All public libraries, community centres, public pools, fitness centres, ice rinks, civic theatres and public golf courses will be closed.

Park Board day camps and licensed childcare will continue for the time being.

The food, shelter and hygiene programs at the Carnegie and Evelyn Saller community centres and The Gathering Place will remain open.

Surrey

The City of Surrey says recreation centres, ice arenas, culture facilities, pools and libraries will be closed until further notice.

Full refunds will be provided to those who have registered for activities at Surrey public facilities, and library due dates will be suspended during the closures, the city said.

Spring break camps and childcare programs will still go ahead as planned, however — many of them taking place within those same recreation facilities.

Victoria

The City of Victoria is cancelling all recreation programs and services offered at the Crystal Pool and Fitness Centre and Royal Athletic Park as of 5 p.m. Monday until further notice.

Refunds will be issued for anyone affected by programs cancelled during the closure.

Victoria is also asking city-owned community and seniors centres, which are run by independent non-profit societies, to close.

The city is also asking the province for the authority to suspend a municipal byelection scheduled for April 4.

Visits for service at Victoria City Hall will now be by appointment only.

Council meetings will proceed as planned, and can be viewed by live stream.

Abbotsford

The City of Abbotsford is closing or limiting access to all city recreation centres and civic facilities as of March 16.

The Matsqui Recreation Centre (MRC) and and Abbotsford Recreation Centre (ARC) will be open for Daycamps only on Tuesday March 17, 2020 to assist parents with finding alternate child-care but will be fully closed effective Wednesday March 18, 2020.

Anyone who has already paid for a City program at a closed facility location will receive a full refund.

The Abbotsford School District says it has cancelled all facility rentals.

The Fraser Valley Regional Library is also closing all locations effective Tuesday, March 17.

Richmond

The City of Richmond says programs and services at all of its community facilities, including community centres, libraries, the Richmond Oval, swimming pools, arenas and arts and cultural centres are closed until further notice.

The closures do not include childcare programs and week long camps such as spring break camps.

Food service at the Minorou Seniors’ Centre will continue, but only for pick-up or delivery.

The city is also offering home-delivery of library materials to isolated seniors.

Delta

Mayor George Harvie says the city’s recreation centres, community centres, ice arenas, swimming pools, arts centres, archives and seniors centres will be closed as of Monday. The seniors’ bus service will also be suspended.

City Hall will remain open and all registered spring break programs will go ahead.

Maple Ridge

Facilities will close March 17 until further notice:

Maple Ridge Leisure Centre, including swimming pools
Greg Moore Youth Centre
Planet Ice – Maple Ridge, effective March 16 at 6 p.m.
Municipal special events will be cancelled until June

The ACT Arts Centre is also closed until further notice.

Spring break camps and licensed child care programs will continue to operate for now.

Port Coquitlam 

The City of Port Coquitlam announced it is closing community facilities including the Port Coquitlam Community Centre, Hyde Creek Centre, Terry Fox Library, Outlet and Gathering Place.

The City Hall and The Annex will remain open with limited service.

Burnaby

As of Wednesday, March 18, all City of Burnaby public facilities — including all recreation centres, arenas, libraries, cultural facilities, golf courses, and city-operated restaurants — will be closed until further notice.

Langley

The Timms Community Centre and Douglas Recreation Centre will be close on Tuesday, March 17 at 4:30 pm until further notice.

All programs will be suspended except for spring break camps and childcare programs until further directives from health authorities.

The city will cancel events with more than 50 people until the end of April.

Langley City Hall will remain open during the week from 8:30 a.m. to 4:30 p.m. until further notice. Council Meeting and other committee meetings proceedings will continue as scheduled.

Township of Langley

As of 8 p.m. Monday, March 16, all Township recreation centres, arenas, pools, and the Langley Centennial Museum are closed. Spring break day camps and childcare services at city facilities will continue until further notice.

Coquitlam

The City of Coquitlam says the following facilities are closed until further notice:

  • Poirier Sport & Leisure Complex
  • City Centre Aquatic Complex
  • Glen Pine Pavilion
  • Dogwood Pavilion
  • Pinetree Community Centre
  • Poirier Community Centre
  • Smiling Creek Activity Centre
  • Summit Activity Centre
  • Victoria Community Hall
  • Centennial Activity Centre
  • The Getaway Youth Centre
  • The Landing Youth Centre
  • City of Coquitlam Archives
  • City Hall Annex
  • All Fire Halls
  • Operations Centre (Austin Works Yard)

The City has also cancelled all event bookings scheduled for city facilities until April 30.

City Hall will remain open.

White Rock

The City of White Rock is temporarily closing city-operated facilities, including:

  • Kent Street Activity Centre
  • White Rock Community Centre
  • Centennial Arena
  • Centre for Active Living

White Rock City Hall remains open.

Port Moody

The City of Port Moody is closing the following facilities:

  • Port Moody Recreation Complex
  • Kyle Centre
  • Glenayre Community Centre
  • Heritage Mountain Community Centre
  • Old Orchard Hall
  • Port Moody Public Library

The city’s spring break camps will continue to operate out of the Port Moody Recreation Complex with enhanced cleaning measures in place.

City Hall will remain open.

New Westminster

All community centres and public facilities, including the New Westminster Public Library, Anvil Centre, New Westminster Police Department front counter, animal shelter and tow yard will be closed to the public effective Tuesday, March 17.

Pitt Meadows

The City of Pitt Meadows is closing the following facilities as of Tuesday, March 17:

  • City Hall
  • Fraser Valley Regional Library
  • Heritage Hall
  • Pitt Meadows Art Gallery
  • Pitt Meadows Family Recreation Centre
  • Pitt Meadows Arena
  • Pitt Meadows Museum and Hoffmann Garage
  • South Bonson Community Centre
  • All sports fields to organized groups

Spring break camps are still going ahead.

West Vancouver

The City says the following facilities are closed:

  • West Vancouver Community Centre
  • Gleneagles Community Centre
  • West Vancouver Memorial Library
  • Seniors’ Activity Centre (except take-out food service available from 10 a.m. to 2 p.m. daily)
  • Aquatic Centre
  • Ice Arena
  • Gleneagles Golf Course
  • Clubhouse at Gleneagles Golf Course
  • Ambleside Par 3 Golf Course
  • Ferry Building Gallery
  • West Vancouver Art Museum
  • Music Box
  • Silk Purse Studio & Gallery
  • West Vancouver Youth Hub at Park Royal

City of North Vancouver

The City says as of Tuesday, March 17, all non-essential facilities will be closed until further notice. They include:

  • Harry Jerome Community Recreation Centre: The facility will be closed, but spring break camps will continue
  • John Braithwaite Community Centre: The facility will be closed, but shower program for homeless will continue.
  • Centennial Theatre
  • North Vancouver City Library

District of North Vancouver

The District of North Vancouver announced that all of its facilities, including the Delbrook Community Recreation Centre and Karen Magnussen Community Recreation Centre, will close at the end of Monday.

The North Vancouver District Public Library will close as of 9 p.m. Monday.

ChilliwackT

The City of Chilliwack has closed recreation facilities as of March 16 at 5:00 pm until further notice. The closures include:

  • Chilliwack Landing Leisure Centre
  • Landing Sports Centre
  • Cheam Leisure Centre
  • Sardis Sports Complex
  • Evergreen Hall

The City says several civic facilities are managed through a third party that will communicate changes in operations directly to the public. These facilities include:

Mission

The Leisure Centre and library will be closed effective Tuesday, March 17.
