It’s said to be very successful in communities right across North America. And now it’s hoped the strategy works here in the Okanagan. Called Housing First, the action plan aims to solve homelessness by providing housing to those who don’t have it. As Klaudia Van Emmerik reports, the implementation of the strategy is well underway in Kelowna.
