Winnipeg police make 3rd arrest in 2014 killing of Rustom Paclipan

WINNIPEG — A third man has been arrested in connection with a May 2014 shooting that left one man dead and sparked an internal review into why a 911 call was cancelled shortly before the shooting.

Rustom Paclipan, 23, was shot dead outside the Opera Ultralounge nightclub at Main Street and Bannatyne Avenue on May 4.

Police arrested a 16-year-old and charged him with manslaughter on May 7.

Marcus Richard, 21, was taken from an eastbound train in Ontario and arrested on May 8. He was charged with first-degree murder, two counts of attempted murder, aggravated assault and firearm-related offences. Police believe he is the shooter.

On Thursday a third man, Issac Ndlovu, 21, was also charged with first-degree murder, attempted murder, possessing a loaded, restricted firearm and trafficking in firearms.

The three men who were charged appear to know each other, police said.

“Looks like we are dealing with more than one street gang here,” Const. Jason Michalyshen said when Ndlovu’s arrest was announced Friday. “The three arrested appear to have some gang association.”

Police said they had no update on the internal review into the cancelled 911 call before the shooting.

Nightclub staff called 911 at 1:39 a.m. that Sunday, saying people were fighting outside the club and “the situation may escalate,” Winnipeg police Chief Devon Clunis said at a May news conference. The call for service was entered in police records at 1:42 a.m., but 20 minutes after the initial call, no police officers had been dispatched, and at 1:59 a.m. the call was cancelled “from within the 911 communications centre.”

Another 911 call from the club at 2:03 a.m. indicated there had been a shooting. By the time officers arrived at 2:06 a.m., paramedics were already there. Paclipan was taken from the scene to hospital but died from the wounds he sustained. An 18-year-old and a 24-year-old were also hit by bullets during the shooting.
