TDSB audit identifies over $1 million in raises despite wage freeze

TORONTO – Senior members of the Toronto District School Board (TDSB) received raises totalling more than $1 million despite a wage freeze across the board, according to an audit released Tuesday.

The review was conducted at the request of the TDSB’s director Donna Quan and audit committee earlier this year and found a host of concerns.

Some of the concerns identified include:

  • Over $1 million in salary hikes despite provincial wage freeze
  • Donations to charities affiliated with TDSB trustees, staff and families
  • 79 per cent of expenses from the TDSB director’s office not in compliance with board policies

The report found salary increases between March 2010 and August 2013 were triggered by changing job descriptions but weren’t “consistent with principles of the BPS compensation restraint.”

Reacting to the release of the audit, education minister Liz Sandals said she will be working to “implement all the recommendations.”

“I would have some concerns in areas where they have not followed the provincial policy and we will certainly be working with them to make sure they do a better job of procurement policy,” she told reporters at Queen’s Park Tuesday.

The audit did not recommend the province take control of the board’s finances.
