A controversial housing complex for the homeless in Kelowna has taken a step forward. City council passing first reading Monday afternoon and paving the way for a public hearing. The hearing expected to draw such a big crowd, it will require city staff to find a larger venue. Klaudia Van Emmerik has the latest.
