Incumbent Kenneth Williams has been acclaimed as mayor, having faced no opposition.
Global News projects incumbent councillors Karel Roessingh, Gord Baird, Ann Baird, Leslie Anderson, Rose Stanton and Marcie Mclean have all been re-elected.
Highlands is found northwest of Victoria. More than a third of its land is protected by municipal, regional and provincial parks.
