Devon Hein collected the last of his required nomination signatures Wednesday afternoon outside city hall, making him the fourth and final Saskatoon mayoral candidate.
Since his name surfaced late in the day, people have wondered who he is.

He’s campaigning on zero tax increases. He also said now is not the time for “kingdom building projects down by the river.”
A downtown arena would also be too expensive right now, Hein said.
Hein is a self-described political consultant and said he has worked with city councillors in “a few places” including Regina.
While he stated that he has no political affiliation, Hein said he has worked with a “wide variety” of political parties. He didn’t name any of the parties, saying some of the positions came with non-disclosure agreements.
Officials with the Sask. Party, provincial NDP, Saskatchewan Liberals, Saskatchewan Green Party and the Progressive Conservative Party said to their knowledge, Hein has never worked for them.

Saskatoon’s returning officer, Catherine Folkersen, confirmed Hein submitted his nomination papers about an hour before the Wednesday afternoon deadline.
“They’re all candidates. It’s the same issue with somebody who gets a C in engineering school and somebody who gets an A. They’re engineers,” Folkersen said.
Hein will be joined on the mayoral ballot by Don Atchison, Charlie Clark and Kelley Moore on Oct. 26.
