Decorating barren oak tree raises cheer in Kelowna neighbourhood

A scraggly looking oak tree that’s lost all of it’s leaves is turned into a holiday spectacle every year in Kelowna.
Over the past 11 years, it has gained a fair amount of notoriety, and prompted many seasonal smiles.
