Sex offender released from Stony Mountain Tuesday: Winnipeg police

Police warned the public Tuesday of the release of a high-risk sex offender from Stony Mountain Institution who is expected to live in Winnipeg.

Michael James Fells, 35, is a convicted sex offender who is considered a high-risk to re-offend in a sexually violent manner against women and girls, Winnipeg police said in a release.

Fells had served a sentence for sexual assault, forcible confinement, uttering threats and failing to comply with a probation order. He was also designated as a dangerous offender and given a seven-year global sentence.

Winnipeg police said Fells will now be under a 10-year supervision order, preventing him from:

  • being in the presence of children under 18 years old unless accompanied by an adult aware of his criminal record
  • attending public parks with children present, along with swimming areas, daycare centres, school grounds, playgrounds, and community centres

Fells will also be subject to a lifetime weapons prohibition order.

Winnipeg police said Fells has a history of sexual offences, including the assault of a nine-year-old girl who was the daughter of a friend.  Police said he grabbed her wrists, pushed her down, threatened and sexually assaulted her.

His victims range from age nine to age 80. They are usually strangers who he meets while pretending to be a student or a graduate of massage therapy or reflexology.
