“When the victim refused, the female sprayed her and then fled with three other suspects who had been standing nearby,” police said in a news release Thursday. The victim wasn’t hurt.

A 14-year-old girl and 18-year-old man were later arrested.

Police haven’t said what charges they face, but did say more arrests are expected.
