Man posing as student charged with sexual assault at Kwantlen

A young man has now been charged for the sexual assault of a 19-year-old girl on the Kwantlen Polytechnic University (KPU) campus on Sept. 16.

Norman Vincent Sagarbarria of Richmond appeared in court on Dec. 8, and is charged with one count of sexual assault.

“These types of crimes will not to be tolerated,” said Cpl. Dennis Hwang in a release. “We mobilized quickly to investigate, identify, and make the arrest. Our officers burned the proverbial midnight oil on this case. We are very thankful for the tips that we received and the positive community support. We are hoping that this can help the victim move one step closer towards healing.”

Richmond RCMP said the victim was allegedly approached by Sagarbarria , 24, who was posing as a massage therapy student conducting a survey just after 8:30 p.m. on Sept. 16. After finishing the survey, it was alleged the victim was to receive a complimentary massage but instead the suspect allegedly sexually assaulted her.
