It is the first-of- its kind experiment in Kelowna’s downtown core–a good portion of Bernard Avenue being closed to vehicle traffic. While restaurants will reap the benefits of being able to create more outdoor seating space, some shop owners say they’re not happy with the arrangement. As Klaudia Van Emmerik reports, they say the measure was implemented without consultation.
