Takahashi was released on a 60-day un-escorted temporary absence and was living in a halfway house in Victoria. He was supposed to be there until December 24. He was then going to return to custody and Corrections Canada would make a decision on whether he would be allowed future releases.

In 1984, Takahashi was convicted of 14 charges, including four counts of rape, sexual assault with a weapon, and six counts of disguise with intent. He was given three life sentences.

He is known as the ‘Balaclava Rapist’ because he sexually assaulted women while wearing a disguise.

Victoria Police put out a public warning about him when he was released because the department believed he posed a significant risk of harm to women and teenage girls.
