He has been charged with one count of murder and one count of attempted murder, linked to a Saturday afternoon attack in the Terrace-area suburb of Thornhill.
Investigators say 27-year-old Eric Cardinal died and a 29-year-old woman was injured but she has since been released from hospital.
The shooting is believed to be drug related.
Police say all three people are known to them and the victims also knew their assailant.
