REGINA – Regina officials have endorsed a plan to battle the city’s low vacancy rate, considered the worst in the country.
Increasing construction incentives and tax breaks are among the ideas.

The city hopes to raise the rate from point-9 per cent to three per cent in the next four years.
The plan is to be further discussed at a housing summit in May.
