Two high-risk sex offenders back behind bars in Winnipeg

Police have two wanted Winnipeg men back in custody.

Authorities first alerted the public about outstanding warrants for Cecil Junior Houle, 42, and Winston George Thomas, 41, on June 28.

Houle had been released from federal custody on Jan. 17 after serving a 12-year sentence for manslaughter and sexual assault causing bodily harm. The offences took place in central Manitoba. There were three outstanding warrants for his arrest for a variety of breaches at the time he was apprehended.

Officers with the Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) arrested Houle at an address in the 100 block of Jarvis Street early Thursday.

Houle jumped out of a window and took off when officers first arrived, but later returned to the address, at which time he was taken into custody. He was found with a large hunting knife.

Winston George Thomas, who had also been wanted, turned himself in at police headquarters on July 2. He had previously been released from provincial custody June 11 and ordered to live in Winnipeg. Police said he has a history of sexual and violent offences and that there were two outstanding warrants for his arrest after he breached various conditions.

Both men now face charges for breaching probation.

Houle faces additional charges of resisting arrest and possession of a weapon.
