REGINA – Cando Rail Service is once again handling rail switching at the Co-op Refinery after a car full of asphalt rolled away just before midnight on March 1.
The rail car came to a stop within 15 minutes, and no one was injured.
Cando was suspended from operating at the refinery while a safety audit was conducted. The rail service provider resumed operations at 6 a.m. Friday morning.

The audit included a review of Cando’s emergency communication with the province, City of Regina, and emergency services.
“We’re pleased with the revisions and updates to the emergency response plan and the notification procedures,” Regina Fire & Protective Services Deputy Chief Layne Jackson said.
“Having a comprehensive emergency response plan is a step to a better public safety and emergency response to that type of incident.”
Neither city hall or the fire department were notified of the runaway rail car when it happened.
The detached car rolled away when the air brake disengaged. Now Cando is making sure the stronger handbrake is engaged on detached rail-cars at all times.
The Transportation Safety Board is still in the process of conducting their own review of the incident.
