High-risk sex offender expected to live in Winnipeg

WINNIPEG – A high-risk sex offender who has been in and out of jail for years will be released again Wednesday.

“Females of all ages are at risk of sexual violence,” a notification from the Manitoba Integrated High Risk Sex Offender Unit says.

Winston George Thomas, 38, is expected to live in Winnipeg when he is released. His probation order expires in June 2016.

Thomas has been convicted in the past of two counts of sexual assault, two counts of assault, aggravated assault, forcible entry and six breaches of probation. He has participated in some sex offender treatment programs but is still considered a high risk.

He last got out of jail in December 2014 but breached the conditions of his probation by getting drunk, resulting in his re-arrest on Jan. 15.

Thomas was convicted of sexually assaulting a 13-year-old in 2007. He and two others met her at a Winnipeg shopping centre, took her to a home where alcohol and marijuana were consumed and then prevented her from leaving. Thomas sexually assaulted her and was arrested a short time later. He was sentenced to two years less a day and three years of probation in addition to his one year in custody before being sentenced.

Thomas is five-foot-nine and 240 pounds, with black hair and brown eyes.

The conditions of his release include not possessing or consuming any alcohol, illegal drug, non-prescription drug, and to abide by an 11 p.m. to 7 a.m. curfew unless his probation officer gives him special permission, in advance and in writing.
