The once-stalled trade talks between the U.S. and Canada are now “moving quickly” at the political level, multiple sources with direct knowledge of the negotiations have told Global News.
But despite talks moving forward after almost two months of stalemate, the sources expressed skepticism that a deal can get done before the American midterm elections on Nov. 3. Others noted that U.S. President Donald Trump routinely says deals have been struck, only to blow them up again — such as during the last round of U.S. trade talks in August.
The most recent discussions have stayed at the political level, with Canada-U.S. Trade Minister Dominic Leblanc leading the Canadian side, the sources said. More formal negotiations between trade representatives have not yet taken place, according to comments from Canada’s lead negotiator Janice Charette last week.
Sources told Global News that the Canadian side views this as a window to reach a deal with Trump’s administration ahead of the Nov. 3 midterm elections.
Meanwhile Reuters, citing four Canadian and two U.S. sources, said the two countries are working on a deal to ease Trump’s tariffs on Canadian steel and autos ahead of those elections.
“Canada is ready to sign an agreement that is in the interest of Canadians, all Canadians. We have very clear bottom lines, red lines, which meant that we were not willing to sign what was offered in August,” said Prime Minister Mark Carney in a press conference Monday.

“To the extent to which the U.S. is moving towards accepting those aspects, then there’s a greater prospect of a deal. But if there is (a deal offered), we’ll judge it as a whole.”
Asked how he knows that Trump will sign the next agreement “in pen” — meaning standing by whatever agreement is reached by the two countries — Carney responded simply “I don’t.”
Trump’s tariff war has become a political issue for Republicans, particularly in key Senate races in Michigan and Maine, as the GOP braces for what looks like a drubbing in the midterms.
Global News granted the sources anonymity to speak openly about the politically sensitive negotiations.
If a deal were to be struck over the coming week, two sources said the Americans would need to make multiple concessions on issues that led to talks breaking down on Aug. 21. Those issues included Canada’s freedom to strike trade deals with other countries, and what U.S. tariffs on auto, steel and aluminum would apply to under a new deal.
Whether all the various players in the Trump administration would agree to those concessions is an open question.
Last week, Carney signaled the Trump administration has already shown some flexibility on their previous demands.
“They’ve already moved on several (of Canada’s red lines), by the way, since we rightly walked away from a deal that wasn’t in Canada’s interest,” Carney said on the Real Talk with Ryan Jespersen podcast.
Trump, for his part, told supporters on Sunday that he expects his trade war with Canada to end “pretty soon.”
As the sources noted, there’s no indication Canada will take the U.S. president at his word on that. During the same speech to supporters, in Port Huron, Michigan, Trump launched into his usual invective against Canada, suggesting the country has been “ripping off” the U.S. for years. But as the midterms approach, it suggests that Canada-U.S. trade is rattling around somewhere in Trump’s mind.
Trade talks between the two counties have been off since Canada walked away from negotiations in late August. After the talks collapsed, Carney said the U.S. made a last-minute push for language that would limit Canada’s ability to enter into trade deals with other countries, water down French language requirements, and hurt the country’s struggling auto industry.
The Trump administration responded with additional tariffs on billions of dollars’ worth of Canadian goods, and Ottawa responded in kind with dollar-for-dollar retaliatory tariffs.
On Friday, U.S. Sen. Susan Collins — in a tough fight to hold her seat in Maine — revealed that Trump agreed to lift tariffs on Canadian corrugated paper, plastic boxes and several types of agricultural machinery important to her state.
“Many of our farmers and growers rely on specialized equipment, packaging materials, and other products from Canada that are either unavailable from American suppliers or cannot be replaced without incurring significant expense,” Collins said in a statement.
But while Trump lifted some tariffs, he imposed new ones on Canadian goods like cocoa powder, paints and varnishes, shampoos, vinyl flooring, archery equipment and carpets. The Americans will now apply 50 per cent tariffs on sewage sludge and some types of municipal waste.
The trash issue appeared to seemed to strike a chord with Republican Senate candidate Mike Rogers, who appeared at the Port Huron rally with Trump.
“Those Canadians send truck after truck loaded with their trash into our state,” Rogers, in a competitive race with Democratic candidate Abdul El-Sayed, said to boos from the crowd.
“The president, just this week, announced he’s going to tariff those trash trucks.”

Ypi thought you were gonna just skip and jump over Gen excommunicated.
Wrong. You think you got something to say about Boomers?
Step aside or be pushed aside. Wait your turn. We do not put up with lime butters… They end up on unsolved mysteries.
Damn, forgot to correct the typo. Until the next delete of opinion I will stress again as little more than inciting violence.
What can be made from tin and black powder? Any guesses?
talks might get somewhere if trump didnt keep putting canada down and insisting that he’s the big winner
Maybe when Trump comes out of the closet
he will be a wonderfull president LOL
nobody in there right mind should vote for it
The LPC exports trash to the U.S?
It’s all coming together like any planned conspiracy should. You scratch my back and I’ll scratch yours.
Maple MAGA/Cons on here hoping to see Canada fail rather than win with Carney as PM. Same people that voted for Harper but CONveniently forget that Harper appointed Carney as Bank of Canada Governor while he was PM. Pathetic whiners!
It’s probably the same deal Carney walked away from two months ago. That’s how Liberals operate talk before they think !!!
The results thousands of jobs lost and an economy spiraling into recession high interest rates, high unemployment and only one new trade deal in 18 months of traveling the world for Carney he’s a complete failure and now has little choice to except what the US has to offer.
Another dud meeting for hopeful Trump (the loser) to score points.
Anonymous. Your comment that Carney is panicking is ridiculous. Carney has said from the start that we will make a deal with the U.S. if it is a good deal for Canada. Yet somehow you see this as a bad thing. Trump is panicking. The trade war with Canada is an issue in the midterms that hurts the Republicans. Trump has been desperate for a win for months now because he only succeeds at failure. He’d like Canada to come begging for a deal, you know like the panic you’re hoping for, but since that won’t work he’s now just looking for a deal so that he try to take something negative off the table. We’ll see if we get a deal, that’ll depend on the terms, but even if one’s signed it won’t reduce U.S. prices until some time after the midterms.
Try not to end up in receivership.
I am still waiting on the details of the deal that Carney backed out from, I won’t hold my breath.
Lmfao… Because in the world of the super genius Gen Z, giving Trump a win before the midterms is to them, a believable lie.
Canadian MAGAS read Globalnews as their MSN source of real news. CBC is a close second, due to no comment section. LOL
Not a word of truth in this article.
And, if you insist, it would only serve to prove the lack of intelligence of liberal negotiators.
This article is pure lies.
Bull Kaka
LOLOLOLOLOLOLOLOLOLOLOL
Canada doing trade negotiations with Trump so close to the midterms could be seen as election interference. Wouldn’t want that.
Wow. Some of the comments here are something to behold. There won’t be any deal before the midterms. Wait until after. Donny Diapers will be so busy, tied up in legal knots. A failed fascist wannabe regime , just like all of his businesses. He and his band of losers days are numbered. Gonna be so much fun to watch.
Carney is panicking after the job losses in September and those expected in October along with the PBO’s report saying that economic growth is way below that predicted for the year and the election result in BC. The Liberals are desperate for something positive to deflect from all the negatives.
Even if a deal is reached, how can Canadians be sure that Trump
will honour it !
Anonymous. You called the Canada – EU the joint statement a leaked capitulation document. What nonsense. The document discusses ongoing cooperation, working together, etc. It doesn”t it say that Canada is capitulating or that Canada is joining the EU and will conform to EU regulations, etc.?
The MAGAtards have infested this thread with their usual, braindead comments. Hilarious & Pathetic!
What a bunch of stupid comments here. They can only come from one group, make america garbage again.
Seems Liberals are bringing up too much sulfer to actually save the earth from its glacial glut.
There is no win for the wicked. There is no reality where they’re strong.
Of course, they won’t…as the contract is not worth the carbon it will be reduced to…

Get your head out of you ass Rick, the capitulation document has been leaked, and the EU will dictate our immigration, global warming and economic policies.”

@Ben 526 pm. Everyone, meet my real personality!!
I’m an idiot lefty Gen ZZZZ. I’ll comment soon as I have no life. Trump is awesome!!!!
Make no mistake… There is no future that exists where liberal ideologies win.
None.
I bet Liberals are hating on Trump rather than hoping for an end to the trade war.

Above is person who never served in the military, never married and hopefully never sired any children that lived. A loser who hides behind people like Forrest Gump…..right loser?
@Rich. There will be no associate membership. France, Germany, and other have already said no. Just another wet dream for Carney.
Jimbo. You’re over reacting. Canada is considering Associate Membership not complete Membership in the EU where we would have to conform to the Common Market. I don’t know why this is so hard to grasp so I assume this is just you spreading disinformation.
As to no consultations, the Federal Government consults with industry, the Provincial Governments, and the public. Public Consultations on the EU Digital Trade Agreement were held between June and August 2025. You could have chimed in then, but I suspect that you weren’t interested and didn’t look into it.
Go trump go!
This would be a problem for you canucks if you kept yer mouths shut, filthy Mexicans locked up, and the negros hung with care!
Woo! Go trump!
Trump will never honor any deal he’ll always come up with a stupid excuse not to. The most corrupt president ever.
Worst Potus & administration in US history, bar none!
lol, sure! Even if a ‘deal’ is reached, it would likely be ignored or cancelled by the orange guy after the midterms; same way he ignores CUSMA!
Taking away some tariffs that benefit the US and adding hundreds more is not acting in good faith. Elbows up Canada, Trump is desperate because he knows the US do not approve of tariffs against Canada and they know it hurts them and their businesses. Many still consider us their allies even if Trump treats us like the enemy and lies about how Canada has taken such advantage of them. As usual he knows nothing about business and making any “deals’ he so thinks he is great at with his genius mind. LOL
Carney isn’t really into Canada and will intentionally torpedo this round of US trade talks too to hand Canada to the EU as penance for losing the UK to Brexit.
So, without consultation, debate or our consent, backdoor dealing Carney has surrendered Canada’s sovereignty to the EU.
With a grand proclamation and the stroke of a pen, we have become subjected to the questionable “benefits” and the crushing burdens of regulatory restrictions imposed on us by the foreign controlled EU parliament.
So, buckle up buckaroos, it’s going to be a wild ride into the Third World.
Trump for president for a third term. He’s the greatest !
The canadians better not blow this like they did last time
