Arsonist sentenced to jail in Grand Forks

GRAND FORKS – A man who earlier pleaded guilty to arson damaging property for trying to burn down the City Hall building in Grand Forks has now been sentenced to jail time.

First there was an explosion then flames broke out in the lobby of the historic structure in the September 2013 5:00 a.m. arson attack.

Witnesses identified to police a suspect who was watching the fire and Andre Robert Conn was arrested on scene.

Conn, who has been in jail for 13 months, was ordered to serve a further 10 months followed by two years probation. He must also submit a DNA sample and is banned from possessing firearms for 10 years.

The 102 year old brick building sustained flame, smoke and water damage but was not structurally affected.

Grand Forks mayor, Brian Taylor, says Conn was upset with the city because bylaw officers had cleared his makeshift home, made from cardboard, from city property.
