Ontario’s second wave of COVID-19 has led the province to follow Quebec’s lead and impose restrictions on businesses in hard-hit areas for a second time. Cases are surging in Alberta as well, but officials there are hoping people will follow guidelines voluntarily. Jeff Semple explains.
