The controversial Cornerstone emergency shelter in downtown Kelowna isn't closed yet, but already there's talk of opening more shelters. The city says there won't be enough supportive housing in place when Cornerstone closes its doors and it's looking at alternatives. But as Kelly Hayes reports, the city has little input on where those shelters will be located.
