Tie-breaking ballot draw decides Montreal East council seat

A rarely used hand draw from a ballot box was needed to determine the outcome of a city council election. Julie Larivée’s name was pulled after both candidates received an equal number of votes in Montreal East. Some are comparing the way the seat was won to a coin toss. Brayden Jagger Haines reports.
