Toronto proposes plan to build 20,000 housing units

Toronto officials unveiled a plan that promises to build thousands of new rental units in two phases. Critics are quick to point out the reliance in the biggest phase on upper levels of government funding, will make it difficult to deliver on. Matthew Bingley reports.
