Mayor Olivia Chow has repeatedly refused to say whether she's planning to run for re-election next fall, saying the upcoming budget is her top priority. But in a year-end interview held in the City Hall gym, Chow vowed to put the city's interests first, even if it could damage her politically. Matthew Bingley reports.
