Vaughan pool where girl nearly drowned previously breached safety regulations: documents

TORONTO – Pavilion Sports, where a 4-year-old girl nearly drowned in Vaughan Tuesday had been found to have breached regulations before – including not having appropriate levels of supervision.

Documents obtained by Global News show that Pavilion Sports was inspected by York Region officials at least four times in just over a year. All pools in York region have to be inspected four times each year.

Each time, the facility was found to be “not in compliance” with several items.

Pavilion was cited for not meeting safety supervision requirements in both August and December, 2012. In the December report Pavilion failed to “ensure the minimum number of qualified lifeguards and assistant lifeguards are on duty.”

And in August 2012 and March 2013, Pavilion was cited for failing to “provide a fully supplied first-aid box.”

However, a more recent inspection on June 11, 2013 did not contain any breaches of safety or supervision requirements.

Pavilion has not yet returned requests for an interview regarding this story.

The 4-year-old girl was pulled from a private pool at the Pavilion Fitness Complex at 130 Racco Parkway in Vaughan just before 10 a.m. Tuesday.

She was unconscious when she was taken to hospital. She has since regained consciousness and is still in hospital in critical condition, according to police.

The girl was found by the mom of a swimmer and given CPR by two employees at Kendal Aquatics – an adjacent camp program at the same pool. The two employees are now being recommended to the Red Cross Society for a special “Rescuer Award” in recognition of their response.
