Stadium moves to Request for Proposal stage

REGINA – The City of Regina has moved to the next phase of the stadium, inviting three firms to bring forward proposals. The companies have an extensive repertoire of Canadian and international projects, including some of the biggest stadium projects in the world. The city will choose one firm in July, who will bring forward a design concept and ultimately begin construction next spring. There’s a stringent set of criteria to follow.

“Who are the individuals on the teams? What experience have they had? What’s their management approach to the project?” said Brent Sjoberg, Deputy City Manager and CFO.

And most importantly – can they stay on deadline and stick to a budget?

“If you look at our experience at BC Place, that was a very tight timeline,” said PCL spokesperson, Mike Long in Edmonton. “And we were able to meet those and do that, so that’s one area where we have that type of experience.”

PCL is well-established in Regina – they constructed Hill Towers I and II, the RCMP Heritage Centre, the First Nations University of Canada and City Square Plaza.

There are two other companies also on the list. Bouygues Building Canada would partner with Graham Design. They’re currently overseeing Hamilton’s stadium and they’ve worked on a number of European projects.

There’s also Clark Builders who would partner with Turner Construction. They’re responsible for some major projects in the United States, including the Dallas Cowboy Stadium in Arlington, Texas.

The city has to date spent $2 million on the project. That includes initial concept designs, planning, and initial engineering work. The design might change depending on which company the city plans to go with, but Sjoberg said the budget will stay the same – still slated at $278 million.
