Vancouver police say a 58-year-old man has been charged in the death of Zenen Cepeda Silva on Jan. 26.
This was Vancouver’s second homicide of 2019.
Alvaro Julio Roche-Garcia is now charged with first-degree murder and remains in custody.
Vancouver police say the shooting happened just before midnight Saturday near Fraser Street and East 51st Avenue.

Officers discovered Cepeda Silva suffering from gunshot injuries. The shooter fled the scene before police arrived.
Cepeda Silva was transported to hospital where he was pronounced dead.
Investigators believe he was shot as he walked toward the front of a residence.
Police say the shooting appears targeted and there is no evidence to suggest the public is at risk.
The death is Vancouver’s second homicide of 2019. The first occurred on New Year’s Day.
