Winnan, 22, has been charged with second-degree murder, indignity to a body and breach probation.

Waterloo police spokesperson Cherri Greeno said the indignity charge stems from “the fact that evidence gathered in the case shows that preparations were underway to dispose of the body.”

Chandler, 66, was stabbed to death at his residence at a housing complex on Courtland Avenue in Kitchener on June 18.

Within days, police released images and a video of the man who they were seeking to speak with in connection to the murder.

“We do believe that the man arrested today is the man that was in the image,” Greeno said.

Greeno said she could not get into the specifics of the case but said that police believe the victim and the man who was arrested Friday did not know each other.

The arrested man is scheduled to appear in court Friday afternoon.

Police say the investigation continues and are asking anyone with information to call 519-570-9777 ext. 8424 or Crime Stoppers at 1-800-222-8477.
