The incident happened on Oct. 10 near Portage Avenue and Langside Street. According to the IIU report, the woman involved suffered a possible skull fracture, broken pelvis and broken wrist from the collision.

The officer was driving eastbound in his personal vehicle on Portage when he struck the 46-year-old woman. She had started jogging across the street without having seen the officer’s car. Investigators say the officer and the woman both had their views blocked by a transit bus.

The IIU interviewed several witnesses – including the bus driver – and reviewed forensic analysis from the scene and video from the bus and a nearby business before coming to their conclusion.
IIU civilian director Zane Tessler determined the woman crossed the eastbound lanes of Portage Avenue outside of a designated crosswalk area while traffic had a green light. He said there was no evidence of bad driving from the officer and it was impossible for him to avoid hitting the pedestrian.
