Keizer was found inside a vehicle at the corner of Gottingen and Falkland streets by officers who responded to several 911 calls from people reporting shots fired. He was taken to hospital, where he later died.
Halifax Regional Police have ruled the death a homicide after an autopsy by the medical examiner.
Keizer’s death marks the 12th homicide in Halifax this year, and the third fatal shooting in just nine days.

At Tuesday’s regional council meeting, Peninsula North councillor Lindell Smith opened the meeting by offering condolences to the community over the loss of another young life to gun violence.
“I hope as a city we can work together and try to combat this,” Smith said.
Police don’t yet have any details on a suspect in the shooting but say witnesses saw someone running from the scene who may have then fled in a vehicle.
“We don’t believe this to be a random act,” said Const. Dianne Woodworth. “So, at this point in the investigation, we do believe Tyler was the target.”
She said Keizer was known to police, but it’s still to be determined whether that has anything to do with the shooting.

Friends of Keizer say though he had a difficult past, they’re still remembering him as the person he had become.
Devin Collins and Shelly Landsburg grew up with Keizer and attended the same school.
They said Keizer had been incarcerated before.
“Everybody makes mistakes. Everybody goes down a bad road at some point in their lives,” said Landsburg. “I wish that I would have had a little more time to be able to see him.”
They also said that Keizer had been planning to go back to school to learn a trade skill.
“He’s a good guy,” added Collins.
