REGINA – As construction of the Regina bypass approaches, the province plans to reduce speed limits on Highway 1 East and build a service road near Pilot Butte to prevent traffic from having to turn left across oncoming vehicles.
The speed limit along Highway 1 between Regina and Balgonie will be dropping down to 80 km/hr by mid-October.

The south service road will provide an alternate route to Regina that won’t require traffic from Emerald Park and White City to turn left onto Highway 1. It will run parallel to the highway, then turn south around Tower Road and connect with Highway 33/Arcola Avenue.
The south service road is expected to be open to the public in 2017, but in the interim will be used to move construction supplies.
Other safety features during construction of the bypass include message boards to provide real-time information on road conditions and construction zones, increased enforcement in the area and better pavement markings.
The east portion of the bypass, including overpasses at White City and Balgonie, is expected to be complete in fall 2017 and the remainder of the project, including the Pilot Butte access overpass, will be complete in fall 2019.
