QUEBEC CITY – A new report is claiming a dramatic prison break from Quebec City’s detention centre in June was predictable.

It also says the Orsainville Detention Centre was ill-prepared, especially since a helicopter was used in a similar prison break just 15 months before.
Public Security Minister Lise Theriault released part of the report Tuesday.

The administrative document also confirms the minister was fed erroneous information by her own staff.

In June, Theriault tried to understand how and why security levels had been lowered for Quebec City’s three murder suspects.

She complained her own civil servants were unable to provide her with clear information.
The report has now been transferred to the Justice Minister and the Director of Public Prosecutions.
