A resolution of the standoff between the federal government and Stelco is a “question of days,” Industry Minister Melanie Joly said on Friday.
The Ontario-based steel manufacturer announced last month that pressure from U.S. tariffs forced it to concentrate steel production at its Lake Erie Works plant in Haldimand, and halt production at its plant in Hamilton. Some employees would be offered transfers, but many would be out of work.
After the announcement, Joly said Stelco Holdings Inc. cannot use the trade war to justify cutting jobs it committed to.
“It’s a question of days,” Joly said on Friday when asked if there was a timeline for how soon the federal government plans to resolve the standoff.
The federal government believes there have been “multiple breaches of the commitments” that Stelco made under the Investment Canada Act.
Stelco is facing financial penalties and “a potential forced divestiture,” which would force them to sell all their assets in Canada, Joly said.

“We will apply the full force of the law and every tool in the toolbox to ensure that this strategic capacity remains operational. And they must keep the jobs in Canada or face the prospect of having to sell their Canadian assets,” she said on Friday.
Approximately 90 workers received notices last week, and the first layoffs took effect Sunday, the president of United Steelworkers local 1005 previously told Global News.
The remainder of the layoffs are expected to roll out over the course of three weeks.
Frankly I have 0 faith in this government to make accurate claims about the negotiations they have been part of. If they feel they have a case then why wouldnt the challenge be filed in court already? I think they should release the text of the agreement Joly alluded to and see what was actually agreed to.
All sizzle and no steak. Carney and Joly are totally useless.
@ Dark Carney – see comments from Rich below. Yes we are because we don’t make enough of what we need.
Are we not importing Chinese made steel?
I mean Joly is cute but dub as a rock.
Stelco will just cut bait and walk away, poor LIEberal voting losers deserve what they got!!
Will you damn elbows up contact Aden holding and give them some damn money!
Trump will rip the contract up on TV!
@ Dennis Brady – I can’t imagine any country letting businesses ignore contracts they signed.
I cant imagine any business wanting to invest in Canada if the government sues them.
Joly all talk and no action. Just like Carney
More million to Liberal lawyers, decades of legal wrangling and in the end, nothing for the workers. Elbows Up gang, good work as ussual
Carney keeps talking about good games but no delivery or results. He promised the best economy in the G7 in fact Canada has one of the worst performing economies in the G20.

Joly is truly incompetent and has no clue what she is doing. She should not be a cabinet minister.
Rich. The posters are sleeping. It is overnight in Canada. Lol Or should they be posting in the middle of the night like you.
@Rich. Everything comes with a cost. In the long term the UK will be better off, just like if Alberta leaves Canada. Canada has one of the worst economies in the OECD and truly is a boot anchor for Alberta.
Carney decided to walk away from the negotiating table. In 18 months Carney has not got 1 tariff line item eliminated or even reduced. The tariff situation is much worse under his leadership than with Trudeau.
@ Lenn Desmond – That’s not what PM Andy Burnham says: “Brexit has done more harm than good”.
@ Rich – the opposition here are also connected to public sentiment in the UK. Well, maybe they are just versed in sh!tposting on British forums too.
Anonymous. Where’d they all go? Where are all the anti-Canada posters? Guess they’re off the clock. How much do you figure they’re paid per post?
@Anonymous. Great fantasy but UK citizens don’t want to “rejoin” the EU. . The middle powers is the EU and with very little influence in the world. Canada won’t even get to join either.
Anonympus. Quite right. Fun thing is it’s driving them crazy.
@ Rich – The task is not what you think it is. During the cold war the CIA and KGB would infiltrate rebel groups in other countries and help them stir things up. They could ‘find’ a printing press to help produce leaflets. That is not necessary anymore with the internet. Many of the people that are posting here are merely unprincipled agitators. They are trying to move people to their side. Their arguments are emotional not rational. Angry people vote.
Carney is emerging as an authority in the establishment of the ‘middle powers’. Associate EU membership would allow the UK to rejoin the EU without another referendum.
Anonymous. It’s like screaming into the void isn’t it. We’re surrounded by people so tied up in the “politics as sports” approach that they’ll never give up on hoping for Canada to fail. I keep waiting for the moment they figure out that Carney is a PC. If they ever get there the realization will probably kill them.
the
@ Rich – Canada tops the GIIA list of most favourable countries for foreign investment. The gov’t has just announced the Productivity Mega Deduction which will make Canada even more attractive. Carney knows the audience that he invited to the Canada Investment Summit very well.
Global GDP correlates almost perfectly with humanity’s energy use (p=0.99) which explains Carney’s stated goal of doubling the capacity of Canada’s grid. That is why he is agreeing to both fossil fuel and renewable projects.
Dexter. Exports are up overall. Exports to the US are down about 8% while exports to the rest of the world are up about 25%. Investments are up. Job creation is up. Trade agreements are expanding. When guys like you say Carney has achieved nothing I assume its wilful blindness on your part.
@Rich. Didn’t Carney promise to have to tariffs lifted by end of July 2025? He didn’t deliver, didn’t get it done.
@Rich. Easy. Carney hasn’t accomplished anything in 18 months.
Rich and Ben – I view opposing the bad faith actors here like picking up litter in public places. It’s a small thing to keep where I live more pleasant.
Elbows Up Canadians comments are hilarious.Continuous excuses on why Carney can’t keep his promises.
Joe Branson. The company said they were responding to US tariffs. If you think Carney is to blame prove it.
Rich – You are not alone. A key tactic is to marginalize and belittle them. Make it clear that nobody wants to associate with angry cranks. They aren’t the cool kids.
Carney is to blame for the Stelco job losses as he hasn’t got a trade deal accomplished with the USA
@Rich. Canada has one of the worst performing economies in the G20. Try to deflect as much as you want.
Carney is a total liar and light in the loafers also. Just like his pal Tru-DOH
S&S. If Canada was the Titanic we’d have foundered by now, but we haven’t. Because Trump started a trade war with the rest of the world, we’re diversifying in a world full of willing buyers. Because we were lucky enough to get Carney, we are developing those opportunities and they are paying off. Good thing Poilievre’s not in charge. He’d be lost and we’d be lost. But feel free to sut back and rant about doom and gloom. You’d do better if you had some facts to back up the rant, but I suppose that whoever is paying you is paying for the rant and not facts.
Canada is the Tiranic under Clowney. Absolutely loving it and got the popcorn out.
Anonymous. Sorry to say that you’re right. I keep hoping for an actual discussion, but I’m generally met by the “my side is always right, your side is always wrong” sports team approach to politics where a reference to TDS is supposed to be a winning argument. Disappointing, but I”ll probably keep at it.
@ 10:01 Ben – Cleveland-Cliffs is a multi-billion dollar organization. They are big boys. They know what they are doing. They are acutely aware of the viability of Stelco’s infrastructure. They have an army of lawyers and access to Trump and Navarro.
Carney is no babe in the woods. He chose Joly. Let them cook.
@ 11:03 Rich – Don’t cloud the issue with facts. The haters want to distort everything so that only the Liberals and Carney can be blamed. That’s how disinfo/misinfo works. Need to agitate the ignorant so they stay motivated to oppose whatever you want them to.
The troublesome sides in the both sides world we live in now are not for anything. They just oppose things. Brexit, MAGA, separatists etc. It’s nothing but stompy-foot indignation and wise ass clapbacks. Tiresome.
Hey Rich. Carney has delivered nothing in 18 months and Canada lost over 100,000 jobs in August and September. Sounds like incompetence to me. Karma
Maggie. Not LPC caused. The Canadian mills have never met Canadian demand. For example, Canadian mills don’t produce enough OCTG to supply the Canadian oil and gas industry. OCTG are pipescand tubesvused in exploration, drilling, and production. Without imports, including Chinese OCTG, Canadian oil and gas producers would have to reduce production. There are also a range of Chinese steel productsvthat aren’t produced in Canada. This us the Chinese steel that enters Canada without AD/CV duties and can without the surtax. It’s been like this for decades. This has nothing to do with the Liberals.
So Rich. More Liberal incompetence than correct?
Marty. Chinese steelbis landing in Canada. So is Chinese aluminum. Why does this come as a surprise? We’ve had a trade agreement with China since it joined the WTO in 2001.
@902 pm, your kind elbozos won’t have to leave, you’ll be grabbed by arms and legs and thrown into BC, with a few bruises to remember us by ( maybe more than a few bruises)
Trump will shat down your throat!
All this wouldn’t be necessary if Carney accomplished what he promised Canadians during the 2025 election. He peddled broken promises and false hope. Nothing accomplished in 18 months.
@Anonymous 855pm. With respect, I’m re-evaluated my position so I agree we should go after Stelco. As per your comment at 901pm, Cleveland-Cliffs may have agency in this situation. Never thought of that possibility.
Where is Lard Ford with the Stelco job losses? I thought his election campaign in 2025 was to protect Ontario jobs. Seems he was a doing a bad job.
So Rich. China steel is still landing in Canada as per your comment. Lol
Didn’t Joly demand a response from Stellantis and they just laughed in her face. Just like Stelco. Total amateur hour shown by Joly and Clowney
Carney Liberals seem more incompetent than the Trudeau Regime. Joly doesn’t have the chops to be a cabinet minister.
Roy stephenson is a fool. Even the Conservative Party of Canada is demanding answers on the Stelco decision. Only the fringe loons are taking pot shots and still acting like loons.
There is no question that Carney is among the most competent federal leaders Canada has seen in decades. The world is taking notice.
As a anonymous L I b t a r d I expect everyone to be as naive as me and believe everything Carney’s Liberals put out there. Carney can’t be blamed for the most non productive 18 months of any PM’s tenure after all his personal investment wealth has tripled and don’t you dare blame Joly and the rest of the Liberal cabinet who only had 11 years prior under Trudeau to get things right.
“Elbows up Suckers”
Lmfao
@ Ed – The separatists are a disgrace.
Leave now.
@ 8:31 Tess Tickle – Have Ford, GM and Stellantis agreed to employment levels when they made deals with the Canadian (or Ontario) governments? This is the crucial factor in the government’s position here.
The Liberal/Carney haters on here don’t want to acknowledge that Cleveland-Cliffs has agency in this situation and may actually be culpable for the increase in tariff levels that disrupted Stelco’s business.
@ 8:10 Ben – The viability of Stelco is related to the tariffs. Are those temporary or permanent? Is Cleveland-Cliffs just moving fast and breaking things in order to permanently damage Stelco?
One thing about litigation is it sets down milestones for damages.
Canada is a disgrace
Get out now Alberta
Shayne. Chinese steel is subject to a surtax on top of the AD/CV duties on Chinese steel that is injurious. The Chinese steel that enters outside these mechanisms isn’t available from domestic producers or other sources and is required by Canadian end-users. Do your research before making things up.
@Rich. Carney is allowing Chinese steel in Canada. Did you miss the memo?
Lard Ford and Carney have done a terrible job protecting jobs in Ontario. Canada also lost over 100,000 jobs because Carney can’t deliver.
So when GM , Ford and Stellentis layoff workers is Joly going to give the same ultimatum ???
Asking for a friend !!!
@Anonymous 750 pm. Respectfully, I get what you are saying. I still want them held accountable but if we enforce the agreement, will the company be a going concern? I’m admittedly ignorant about this company’s financials.
Imagine you’re a company wanting to invest in Canada, and you see how this this dumb alcoholic twat treats stelco? My God liberals are allergic to success and prosperity.
Troy. What dumped steel is allowed into Canada? If the steel producers pursue a case the CBSA finds dulumping and/or subsidies and the CITT finds injury. Been like that for years. Steel that enters AD/CD free isn’t dumped. Sounds like you’re making stuff up.
Carney didn’t deliver on Canadas promises to Stelco. Another failure by Carney. Stelco can’t compete with the dumped steel Carney allows into Canada.
@ 6:25 Ben – You can be fair minded if you like. I refuse to give untrustworthy parties the benefit of the doubt. Tearing up contracts is unacceptable.
@ Joe smith – Cleveland-Cliffs signed a contract. Rules are rules.
The tool box is full of hot air.
Ben. We can criticize Carney as much as we want. That comes with the territory of being an elected official. He hasn’t delivered anything now in over 18 months.
Carney is acting like a tin pot dictator who can do whatever he wants. He should keep his own promises and get a deal with the USA like he said he was going to do.
Those who would suggest Joly not go after Stelco because that would drive out investment are off base. The rule of law must be enforced. Stelco promised to maintain jobs. It did not. We can, as a fair minded people, take into account that Stelco could not have foreseen Trump’s tariffs. But this doesn’t completely absolve them of their obligations.
Like Stelco gives two facks about cunada, so fugging funny, Boohoo hoo hoo 😂
She’ll be on hands and knees 24/7
If Cleveland-cliffs can’t make a profit then they are justified, and if that’s the case nobody will buy it and other companies will have second thoughts about investing in Canada
Canadian government is sending a message. Purchasing a Canadian company to then shut it down contrary to provisions of purchase is not going to end well for Stelco.
34 Million mysteriously disappears from the Green Slush Fund. Such efforts in recovering the money would not be in the public interest. A few hundred people get laid off because of Carney and the lawyers are lining up at the trough.
The last time something like this happened it was settled out of court.
This could be a warning to other companies thinking of coming to Canada. Either come and the federal government will support you when you cannot sell your products or come and when you want to lay off workers you will be taken to court by the very same federal government
If this is going through the courts it’s going to take years to be dealt with. Joly is just trying sound tough saying it could be in days meaning filing the papers
Maybe Joly can file the paperwork in days but will take years for it to wind its way to court. When a decision is made both Trump and Carney will be long gone . Tough talk by Joly and nothing more.
Stelco doesn’t care about Joly. Why doesn’t Carney get a trade deal with the USA instead and also stop having China dump steel in Canada.
The Joly Ultimatum:
Oct. 5, 2026. Hey Stelco you have 5 business days to ensure there are no layoffs.
Oct 12, 2026. Stelco ignores the 5 day ultimatum, gives Joly the middle finger and begins their layoffs.
Oct. 16, 2026. Joly now says it a “question of days” before the LIBs do something…LOL!
This thing smells like Carney and his “I will have a deal with Trump by July 21, 2025″…how’s that working out, Canada!
Hey you:
“Anonymous
October 16, 2026 at 3:05 pm
Investment by other countries is now a warning to Canadians…”
Nope. This sentence makes you a confused communist loser, and isolationist.
The biggest threat to Canada is that both domestic and international investors are now getting front row seats to the – Why Not to Invest in Canada Show, Directed by Melanie Joly, Pruduction by the Liberal Party of Canada and Executive Producer Mark Carney.
The rest of your commentary only emphasizes what I saw with your first sentence.
Trump is not a reason for Liberal failure, and it is the lamest excuse in the entirety of modern civilization to blame an idiot for your shortcomings.
Legal action will come in days – verdict will take years or may never come.
Shedding these jobs was intentionally orchestrated by Carney & co. It only benefits Carney’s foreign masters, and the green energy scam agenda.
Carney never helped anyone but his own ilk.
Investment by other countries is now a warning to Canadians. Carney was willing to help out companies during this insane tariff from Trump but Trump administration couldn’t care less about the people and that is well known with how the Americans are currently being treated in the US by tyrant Trump. Trump only cares about himself, his family and elite friends profiting off the backs of hard working Americans. Time for Canada to take back US investments and enable us to continue with trade with allies vs the US who now treats us as enemies.
Steel workers are getting railroaded. Meanwhile, the government is opening a pathway for high-earning jobs to be filled quickly with foreign workers. Employers will no longer have to prove they searched and couldn’t find a Canadian to fill the position.
There is no law to apply the full force of. This is a civil matter. And those can take years to resolve in the courts.
Unless it was part of the contract, with agreed penalties, there can be no penalties applied.
This is what happens when we put clueless people in charge. As Yeah pointed out, in the long run, the Liberals might win optically, but Canada would lose any potential investor. Very scary. BTW: How many jobs were lost when Zellers was forced to close when US Walmart was allowed in?
Buy cheap Chinese steel and resell, no one noticed, right, buy Chinese ferries with Chinese steel, no one noticed, right, Joly Wrong.
Litigation is not a “resolution”, it solves nothing. A court victory might lead to a resolution, but the Liberal track record on winning court cases is pretty weak.
The contract, is a poison pill for investment in Canada. Liberals are basically suggesting the company screw its shareholders, bondholders, and its employees in the long term for a short term political victory for themselves.
It is as asinine as it is toxic to investors of all stripes.
“A resolution of the standoff between the federal government and Stelco is a “question of days,” Industry Minister Melanie Joly said on Friday.”
Does not know how to negotiate at all. Clueless.
