Halifax police say high-risk sex offender now living in area

Halifax police are advising the public a high-risk sex offender has been released from prison and that they believe there is “compelling circumstances” to do so.

Police say Christopher Michael Watts, 57, was released Aug. 1 from a federal correctional facility in British Columbia following completion of a sentence for manslaughter, sexual interference, and sexual assault, and is now residing in Halifax.

“He has exhibited a pattern of providing large quantities of drugs to young girls and engaging in sexual activity with them without regard for their ability to consent,” said Const. Alicia Joseph, acting public information officer with Halifax police, in a release.

He is described as being white, six-feet tall, 160 pounds with brown hair and brown eyes.

Police say he has been deemed a high risk to re-offend sexually.

Bound by long-term supervision order

Watts has been imposed several conditions under a long-term supervision order:

  • not to consume, purchase or possess alcohol or illegal drugs
  • cannot own, use or possess a computer or device that allows internet access
  • not be in the presence of any female children under the age of 18 unless accompanied by a responsible adult who knows his criminal history and has been approved by Watts’ parole supervisor
  • report all friendships, sexual relationships and intimate relationships with women

Anyone who sees Watts violating any of the conditions is asked to call 911.

Officials say they release information about high risk offenders in order to alert members of the public about their presence in the community. Police say any form of vigilante activity or other unreasonable conduct will not be tolerated.
