Speaking to Global News’ David Akin on Thursday, former Canadian Forces Lieutenant General Roméo Dallaire applauded the Canadian government for building a diplomatic presence in Kigali, Rwanda, an area that he described as an “ international catastrophic scenario of the past.” In his closing remarks, he also added “do not underestimate Rwanda nor the African Union, because that continent is going to surge and we’re finally going to be on the frontlines of that.”
