As of Feb. 1, British Columbians can return milk and milk substitute beverage containers for a refund on the 10-cent deposit charged on each eligible container purchase. But they are also paying a container recycling fee that used to be embedded into the price of milk. Consumer Matters reporter Anne Drewa explains.
