The COVID-19 pandemic has exacerbated Calgary’s longstanding problem with high office vacancies. Right now, 16 office towers are completely empty. As Heather Yourex-West explains, the city has pitched a plan to fill them with affordability housing, with hopes it catches on across Canada.
