No pandemic discount from ICBC for drivers

While traffic volume is down, as are the number of collisions, B.C. drivers won’t be getting a break from ICBC. The auto insurer’s long-awaited pandemic financial report has been released, and the savings many people were hoping for, simply are not there. Richard Zussman reports.
