U.S. Trade representative says ‘substantial progress’ made on NAFTA but ‘running out of time’

U.S. Trade Representative Robert Lighthizer told the Senate Finance Committee on Thursday that “substantial progress” was being made on NAFTA but they are “running out of time” to have an agreement ready for a Congress vote. He also said countries’ exclusions from recent tariffs on steel and aluminum were up to President Donald Trump.
