Unattended candle believed responsible for White Rock apartment fire

Dozens of people are out of their homes as a result of an overnight fire that badly damaged a White Rock apartment building and a ground floor restaurant. No one was badly injured but as Jordan Armstrong reports, the outcome could have been a lot worse had bystanders not jumped in to help.
