Putin lowers Russia’s threshold to use nuclear weapons

While it’s not a direct response to the U.S. giving Ukraine permission to use American-supplied ATACMS (Army Tactical Missile System) missiles, Russian President Vladimir Putin has signed a decree which lowers the threshold for his country’s use of nuclear weapons.
