The New Democrats propose to build 500,000 units of affordable housing over 10 years, with half of the units coming in five years.

The project is being built on city land, with funding from the provincial and federal governments.

"If you just took the gain you could have realized last year, you can pay the school tax for 200 years and still be ahead," said Horgan of the new school tax on homes worth more than $3M.

"It's not just happening to people with $3 million homes, it's going to happen to all of the other ones as well. A tax grab is a tax grab," said one speaker.

"We'd like to be exempted from it completely, that's all I can say," said Mayor Doug Findlater.
