PENTICTON — A Penticton man is up in arms after the car he bought from a Kelowna auction company broke down within minutes of driving it off the lot after getting it insured. As Kelly Hayes reports, now the Okanagan man is accusing ICBC of knowingly insuring unsafe vehicles.
