    CALGARY – The Town of High River declared a state of emergency at 7:04 a.m. on Thursday.

    There is no power, no water and no sewers – and the Mayor says it may be the middle of next week before the town’s 13,000 displaced residents can return.

    Officials continue going door-to-door in High River, and strongly advise that any residents who have not left the area should do so immediately.
