The incident is officially over. Reporter Joe Scarpelli said neighbours are allowed back into their homes.
Update, 5:14 p.m.:
Police have placed a person in handcuffs after he came out of the home.
Reporter Joe Scarpelli said a man wearing a red hoodie was asked to come towards police slowly, walking backwards. He was taken around a corner and placed in handcuffs.
Scarpelli also said he heard several popping noises and the sound of glass breaking.

Winnipeg police are on the scene of what they’re calling “an investigation” on Kent Road in East Elmwood, and they’ve deployed their armoured vehicle.
“We’re currently on scene in the area for a police investigation,” said Cst. Jay Murray.
The incident appears to be happening in a duplex on Kent Road. One witness said he came to the duplex to pick up his son Friday afternoon.
“I came to pick up my son and upon trying to leave the house, I heard some sirens and I opened the front door and there was like a Hummer with a ram on the front,” said Ryan, who declined to give his last name while describing the WPS armoured vehicle.
“I was a bit fearful for my son’s safety.”
Reporter Joe Scarpelli is on scene and said Ryan told him they were first told by police to get in the basement, then were escorted out of their homes.
“Police officer, armed, came to the front door, escorted us out to what looked like the Hummer, and drove us here,” said Ryan.
Scarpelli said he has heard police tell whoever is inside that they have a warrant for their arrest.
