A 33-year-old man whom the Edmonton Police Service (EPS) says has a “history of physical violence against strangers” has been released from prison and the police are warning the public he will be living in Alberta’s capital.
“In the interest of public safety, the Edmonton Police Service is issuing a warning about Marc Blouin, a convicted violent offender,” police said in a news release Wednesday afternoon. Police also indicated they fear he may “commit another violent offence against someone while in the community.”
While police did not say why Blouin had spent time in jail, they said his history of physical violence with strangers is tied to people “he has encountered on the street and individuals attending bars or nightclubs.”
“His risk of serious physical violence, including the use of weapons, increases significantly if under the influence of intoxicants,” they said.
Police said they are seeking a recognizance order on Blouin and that he will be monitored by the EPS’s Behavioural Assessment Unit.
Blouin has been placed on a series of court ordered conditions:

- He must abide by a curfew of 10 p.m. to 6 a.m. daily;
- He must not buy, possess or consume any alcoholic beverages or drugs listed in the schedules of the Controlled Drugs and Substances Act;
- He must not possess any drug paraphernalia;
- He must not be in any licensed establishment “other than a dining room for the sole purpose of having a meal”;
- He must not go to any liquor stores;
- He must not leave Edmonton without written approval;
- He must not be in possession of weapons of any kind, including knives (unless it is a knife at his home or at a restaurant meant to use as a utensil);
- He must not date or have a sexual relationship with any person and must not make any friendships with females “until her identity has been disclosed” and she has been informed of his previous criminal offences.
If anyone sees Blouin breach any of these conditions, they are asked to contact the EPS at 780.423.4567.
Blouin is six-foot-two and 230 pounds with blue eyes and brown hair.
Police said they decided to issue the warning about Blouin “after careful deliberation of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community.”
The EPS said the warning is not meant to encourage any kind of vigilantism.
