MONTREAL – This week at the Charbonneau Commission – the Quebec inquiry into corruption into the province’s construction industry: Bernard Trepanier, otherwise known as “Mr. 3%,” Montreal’s former mayor Gerald Tremblay and his second-in-command, Frank Zampino, are expected to testify in the coming days.
