The 51 year-old is considered by police to be a violent sexual offender who poses a risk of significant harm to the community.

The EPS is issuing this warning to Edmontonians after careful deliberation of all related issues, including privacy concerns, in the belief that it is in the public’ interest to be aware of Windsor’s release. The information is intended to allow people to take suitable precautions, not to encourage them to engage in any form of vigilante action.

Windsor will be residing in the Edmonton area and will be closely monitored by the Behavioral Assessment Unit of the EPS.
