Ward 3 is in central Regina. South of the CP rail tracks, the ward stretches from the Heritage neighbourhood, just east of downtown, down to the Cathedral neighbourhood and west to the city boundaries.
City Square Plaza, Hotel Saskatchewan, Regina police headquarters and the Regina General Hospital are located in this ward.

Ward 3 has had some issues with crime, particularly in the Heritage neighbourhood, where some of the city’s most disadvantaged people live. Some residents have called for safe, affordable housing in the ward.
A focus on bringing more life to the downtown core has also brought some growing pains to the ward. Major construction projects have created traffic and parking problems.

The 2012 election saw Shawn Frasier receive 42 per cent of the vote.
This ward will have a new councillor for the second straight election in a row.
